If I buy a Personal License, can I use it on my Desktop-PC and my Laptop?
Or do I need two licenses?

thanks for the question!
Yes you can use it on as many PCs as you want.
Licenses are per user and not per PC.
The only caveat is that you'll need to register your license on each PC.

P.S. Right now you'll need to register your license at each PC you are using, because license is stored in your Windows profile %APPDATA% folder, even in the portable version. But you have to do it only once per PC.
